More than 300 years of slow degeneration and decline have climaxed in an appalling tragedy. Hundreds of
thousands of men, women, and children have perished, and many more will follow in the years ahead.

Laws in Muskrad


Far more common than spell-related laws, statutes restricting the use of weapons exist across most communities and cultures. These laws, obviously, so not apply to city watch, soldiers, or bodyguards licensed to nobles or other citizens. Player characters can secure permission in advance by taking the Special Dispensation feat a feat that allows one to carry arms and armor because of the high status earned in a guild. Most cities do not restrict spell casting specifically, instead punishing casters who cause death or destruction just as any other lawbreaker would be. In Muskrad’s instance, however, the government passes laws to moderate the use of spells just as they do of weapons.

Weapons and Armor Laws: Strict; light weapons must be peacebonded, and no other weapons can be carried in public. Wearing medium or heavy armor in the streets is inappropriate. Sentencing: A warning is issued at first or fined of 15 gold; a second offense, the person is fined 115 gold and the weapon in question is confiscated. To recover the weapon the person would need to pay an addition 50 gold + 5 gold per week. A third offense, the person will be fined as above, weapon confiscated and forced in a labor camp (usually picking up the garbage in the streets) for 1 to 4 months.

Spell Laws: Strict; no spells can be cast or magic items used in public without advance permission or a special permit. (Although casting a cantrip spell or a healing or similar spell is usually looked another way). Fines are similar as Weapons and Armor laws, but really depends on the usage.

Permits: To acquire a special permit the person would need to file a petition with the magistrate, which usually cost 100 gold and 50 gold per year renewal. Muskrad is pretty lenient on handing out permits, and only takes about a couple of days to get. When a person who has the authority to carry open arms by the city, that person is given a medallion of Arms, a sword and shield emblazon (worth about 2 silver, but 280 gold on the black market) which will need to donned at all times, whether one has the weapon concealed or displays the weapon openly. Spell casting has a similar medallion, but it is has a star and shield emblazoned on it instead (work the same, but on the black market 350 gold).
